Being the Queen of Procrastination, I can see the merit in this idea.

The problem is all of those other things that are great to do while the sun is shining, too.

Darn. I guess I should repair the roof first then go play!

Or in the case of a co-worker - the time to fix the snow blower is before the next snowstorm.

Looks like she is back to the shovel, as it won't start.

I like to play when the sun is shining. It's so pretty out so why not enjoy it while it lasts. However,I guess its better if you fix the things that you need to first. I guess I better change my train of thought.

i think that tjis comment means that yu should do things while they are going smooth. Say if you and your friend are fighting, then get along, you should talk while you both are getting along, not when you are both in an angry position

Say if you and your friend are angry, don't try to make peace in the middle of a war. Wait til things cool down a bit, then make your move
