Sometimes.
War can also be necessary. There are times when only force will get the proper attention required so that peace can begin.
Sometimes the only way to stop the bullies is to beat them up.
I would hardly refer to tyranny or genocide as "problems of peace" so I agree with the other comment.
There are times when war is the only right answer.
But I think the point of the quote is that Peace requires Planning, and Compromise, and Equity and Justice.
Most, if not all, of these are directly at odds with Wealth and Power...
